Airtel: Theft of mobile money

I transacted using Airtel Money to pay for eCitizen services; however, did not receive a confirmation of the transaction. When I called their contact centre, they indicated that they were having issues with Airtel Money and yet this is not made publicly available. They are able to reverse the transaction however this takes 72h which is ridiculous. Further, they indicated that the transaction fee cannot be refunded.

 How are they able to charge me for a fee for a service that they did not provide. Isn’t this breach of contract law and tantamount to theft?
